The Environment

All land proposed for development within SSCAFCA’s jurisdiction must meet the drainage requirements of SSCAFCA’s Drainage Policy. Except as permitted by this policy, the natural topography, drainage pattern and perviousness of any lot, tract or parcel of land within the territory of the Authority may not be altered by grading, filling, excavating, or subdividing.

No plat, replat, summary plat, development plan or subdivision of any land within the territory of the Authority may be approved by the governing authority of a public body without SSCAFCA's written approval. Applications for plat, summary plat, replat, development plan, or subdivision approval filed with any public body must be accompanied by certain submittals to SSCAFCA, as spelled out in SSCAFCA’s Drainage Policy (for a downloadable PDF version click here). SSCAFCA has prepared a Drainage Report Checklist to help in preparing Grading and Drainage Plans for projects located in southern Sandoval County. This checklist must be included with all drainage report submittals to SSCAFCA. (Note: the pdf file is form-enabled and the checklist may be completed on the computer or by hand.)

Development plans submitted to SSCAFCA for review and acceptance for calendar year 2004 were:

  • The Board accepted a letter agreement with the developers of Arroyo Vistas Subdivision, which is located in Bernalillo County just south of the County line. The agreement requires the developer to  provide for sufficient conveyance capacity through their development to allow the upstream basin, which is the Rainbow Tributary, to continue to develop. The developer will also acquire 6 acres of land, to be deeded to SSCAFCA, at the flowage entrance to their development to construct a water  quality facility, or provide SSCAFCA with $200,000 in lieu of land.
  • Two large bulk plats, Mariposa & Cabezon, were approved which paved the way for seven of the thirteen subdivisions that were reviewed for compliance with SSCAFCA’s Drainage Policy. These thirteen subdivisions, with pertinent information, are shown in the table below.

Development plans submitted to SSCAFCA for review and acceptance for calendar year 2003 were:

  • Cabazon (Unit 16 West, Rio Rancho Estates)-Submitted February 14, 2003. This development comprised approximately 912 acres and is located south of Southern Boulevard, north of the Sandoval County boundary, west of Unser Boulevard and east of Golf Course Road. On March 18, 2003, the SSCAFCA Board of Directors gave conceptual approval of the drainage plan for this development. Additional submittals are anticipated.
