Executive Director – David Stoliker, P.E.

As Executive Director, Mr. Stoliker is responsible for the day-to-day operation of SSCAFCA. A Registered Professional Engineer and a Certified Floodplain Manager with over 25 years of professional experience, he has been executive director since August 1997. Prior to his appointment at SSCAFCA, Mr. Stoliker served as engineering manager for the County of Bernalillo and the City of Santa Fe. Previous positions included environmental engineer, engineering consultant, project manager, commissioned officer, and project engineer for the U.S. Department of Energy, the U.S. Public Health Service and the U.S. Environmental Protection Agency. He earned a Master of Science degree in civil and environmental engineering from Washington State University and a Bachelor of Science degree in civil and environmental engineering from the University of Michigan.
Drainage Engineer – Robert Foglesong, P.E., P.S.

As Drainage Engineer, Mr. Foglesong is responsible for reviewing drainage plans submitted by developers for compliance with SSCAFCA's Drainage Policy. Prior to coming to SSCAFCA in November 2000, he was a project engineer for the County of Bernalillo. He earned a Bachelor of Science in Civil Engineering and a Master of Science degree from the University of New Mexico. Mr. Foglesong is a Certified Floodplain Manager and has 31 years of professional experience.
Field Operations Coordinator – Jim Service

As field operations coordinator, Mr. Service is responsible for oversight of the operations and maintenance of all flood control facilities and construction projects. Before joining SSCAFCA in April 2002, Mr. Service was a planning consultant to Qwest, planning and zoning administrator for Sandoval County, planning and zoning administrator for the Village of Corrales, planner for the Village of Capitan, and Company Commander for Combat Engineering Company. Mr. Service earned a Master of Science degree from Antioch University in Water Resource Management and Bachelor of Science from the University of Guam in Biology. Mr. Service is a member of American Planning Association and has over 15 years experience in land use planning and construction.
Special Projects Manager - Laura Davis

As special projects manager, Ms. Davis is responsible for right-of-way acquisition, sale of excess properties, assistance with preparation of Board of Director and Bond elections, Human Resources/Personnel, office management and maintenance and administration of the web-site. Ms. Davis began her service at SSCAFCA in March of 2001. Prior to coming to SSCAFCA she was the Planning and Zoning Administrator for the Village of Corrales. Previous positions included six years as the Planning and Zoning assistant for the Village of Corrales and nine years with AMREP Southwest, Inc., the last three as Personnel Manager. Ms. Davis considers her greatest accomplishments being married for thirty-nine years and raising a son and daughter who are an asset to society. Her greatest pleasures are her seven grandchildren.
Administrative Assistant – Erica Baca

Erica Baca is the face and voice of SSCAFCA, the first person to greet visitors to our offices and the first voice callers hear on the phone. Ms. Baca is responsible for Board meeting preparation and materials, as well as maintenance of all records and files. Additionally, she maintains office supplies, equipment and inventory. After moving to Rio Rancho from Pueblo, Colorado, Ms. Baca left a career in Real Estate to work full time with SSCAFCA in November of 2003. She is the proud mother of a son named Estevon, now in Kindergarten at Puesta del Sol Elementary School.
Contract Accountant – Perry Baird
SSCAFCA contracts its accounting and bookkeeping services on a part time basis. Since February 2002, Mr. Baird has handled the accounting, budgeting and cash management functions at SSCAFCA as an independent contractor. His experience includes two years with a national financial services company serving as bond underwriter and financial advisor to State agencies and local governments in New Mexico. Prior to that he worked for 20 years in various finance and budget positions for the City of Albuquerque, culminating in assignments as the City Budget Officer for two years and Debt Manager for nine years. Mr. Baird holds a Bachelor of Business Administration in Accounting from the University of New Mexico and is a Certified Cash Manager.
