What is the Southern Sandoval County Arroyo Flood Control Authority?

Southern Sandoval County Arroyo Flood Control Authority (SSCAFCA) is an independent corporate political body with an elected board entrusted with flood and storm water control. We acquire, improve, maintain and operate flood and storm water control facilities on streams and watersheds that enter, originate in or cross our area of authority.

Established by New Mexico Statute Section 72-19-1 through 72-19-103 in 1990, the Southern Sandoval County Arroyo Flood Control Authority (SSCAFCA) is an independent corporate political body with an elected board empowered to undertake the acquisition, improvement, maintenance and operation of flood and storm water control facilities on streams and watersheds which enter, originate or cross the Authority’s facilities.

SSCAFCA Development Process Manual

SSCAFCA prepared the drainage, flood control and erosion control portion of the Development Process Manual (DPM) using the City of Albuquerque’s as a guide.  This effort was undertaken at the request of the City of Rio Rancho in their effort to prepare their own DPM.  This effort was undertaken with input from the private sector and City staff from Rio Rancho.  The major addition to the DPM is the inclusion of HEC-HMS modeling.  The comment period is open for 30 days after which comments will be reviewed and acted upon prior to adoption by the Executive Engineer.  A printed copy is available at SSCAFCA’s office located at 1041 Commercial Drive in Rio Rancho.  Comments must be received by July 6, 2009.
